Texas banned chaining dogs. Here's what the law says.

You still see it around the Valley: a dog on a short chain in the yard, no shade, an empty bowl. Since 2022, that's against Texas law.

What changed

Since January 18, 2022, the Safe Outdoor Dogs Act (Senate Bill 5) bans using chains or weighted restraints on dogs left outside.

What a dog tied outside must have

  • Shelter from bad weather
  • Shade from direct sun
  • Clean drinking water
  • Dry ground, not standing water
  • A restraint at least 10 feet long, or 5 times the dog's length if that's longer
  • A properly fitted collar or harness, not a choke or pinch collar

The penalty

Breaking the law is a Class C misdemeanor, and a Class B for repeat offenses. Each dog counts as a separate offense.

If you see a dog chained without the basics

Report it to your city's animal control or local police. Photos of the setup and the address help them follow up. Find your city's number on our local help page.

Can't foster? You can still help.

Howlback is a new app where neighbors follow foster dogs and chip in toward their verified vet bills, food, and supplies, so fosters get paid back.
